We Get it Backwards

What kind of qualifier is "pretty much"? If someone says, "she's pretty much the best actress", do you assume that she is, in fact, the speaker's favorite actress? Or are there others that he/she may think is better? I'm often confused by qualifiers. Just wanted a second opinion. :)
