Is it a Liquid or a Solid?

Cast your votes in the comments please. My reputation and self-confidence as a good traveler is at stake here. Is the following item a liquid or a solid? (Basically, the underlying point we're getting at here is: should it be in the clear baggie of liquids held out for closer inspection or can it just be floating around anywhere in your bag as you go through security?)

Anyway... more on this later. I'm in State College if you're looking for me. It's cold here. I left 85 and sunny this morning for cold & rainy as I stepped of the Delta jet @ SCE. But I have a cute car. So, that helps make the trip better already.
